Mr. McChesney is the CEO and Founder of Target Arm currently leading the aeronautical industry with Tular, the groundbreaking technology that launches and recovers drones autonomously from any moving vehicle, already at over 65mph. Jeff is an alumnus of the USAF Academy, Columbia University and Harvard University; a graduate of the USAF Fighter Weapons School (TopGun); a Certified Project Management Professional (PMP) and a Harvard National Security Fellow. As a graduate of the Congressional Research Services’ Advanced Legislative Institute, Jeff is also an expert on the US Congress, having served as the Deputy of the House Liaison Office, and later the Chief of the Senate Liaison Office, both for the Secretary of the Air Force.
Mr. McChesney brings a broad spectrum of unique experiences to the table as a respected serial entrepreneur, inventor, subject matter expert in Finance and Venture Capital and Cybersecurity investments, combat fighter pilot and former Air Force Colonel. His warrior perspective is laser focused on results, as shown by his leadership and track record of performance from startups to billion-dollar enterprises with thousands of people. Jeff inspires and harvests excellence, leads with integrity and understands the human factors necessary for financial success in any organization. Throughout his aviation career, Jeff has flown 29 different aircraft and possesses an Airline Transport Pilot (ATP) license, a Commercial Pilot’s license and a drone pilot license. When he isn’t driving innovation at Target Arm, Jeff enjoys hiking the Appalachian Trail, playing ice hockey and driving fast cars!

Ryan is a senior mechanical engineer with over 10 years of experience managing teams in both the aerospace and medical industries. Although his first passion is engineering design, he now specializes in building successful teams who can take ideas from concept to prototype, all the way through to full production and deployment.
He brings a large knowledge base of engineering acumen to Target Arm as well as a thorough understanding of what it takes to develop a successful product.
Ryan is a graduate of Rensselaer Polytechnic University with BS in mechanical engineering and a minor in Psychology. He enjoys downhill mountain biking, snowboarding and drone racing.

Bob brings a track record of proven success to Target Arm. A 20-year veteran of Naval Aviation with Command experience provided Bob a great foundation for his follow-on business career. Experiences in defense companies, business strategy, and entrepreneur ventures were buoyed by his background in leadership and business acumen.
Bob started his own commercial UAS company and is a FAA rated UAS Pilot in Central Florida serving many verticals in the civilian and defense markets. He is a graduate of UMASS-Amherst and has advanced degrees from The Naval War College and Salve Regina University.

John Stein

Mr. Stein has a 20+ year track record of business building and capital raising in financial services. He has extensive experience in strategic planning and marketing that includes growing specific business units within top-tier firms, as well as launching and growing day 1 start-up ventures. With financial expertise and intense drive, he has created multiple new revenue streams resulting in over $5 billion of capital raised.
His experience includes 11 years in capital markets at Lehman Brothers, as well as combined 9 years at R3 Capital Partners, Blackrock Inc, and OZ Management. John has a B.S. in Quantitative Finance from James Madison University, where he was also a full-scholarship athlete and captain of the football team. He also has an MBA from the Stern School of Business at New York University and is a CFA charterholder. He enjoys playing golf, cycling and kitesurfing.
J.O. McFalls
Government relations
J.O. runs McFalls Associates, LLC -- an independent, senior management consulting firm specializing in national cybersecurity policy and business strategy. Primary focus of his efforts over the past ten years has been leading a hand-picked team in providing national cybersecurity subject matter expertise to the U.S. Cyber Command, the Departments of Defense and Homeland Security, the Intelligence Community, and the White House. A consummate team-builder, he has a diversified background with extensive experience in Federal Government relations, Intelligence Community inter-operability, non-profit operations, Air Force operations, entrepreneurial business start-up, and human resource management.
He was fortunate to serve as a fighter pilot throughout most of his 28-year Air Force careerand was assignedacross the globe in many challenging assignments. Most significantly, he was the Commander of the Air Force’s first combat ready F-15E Strike Eagle unit, whose capabilities were decisively proven in the Desert Storm conflict. He retired as a Brigadier General. He enjoys photographing grandchildren, golfing, and owning the latest high-tech gadgets.
Russ Long is an Air Force Veteran with over $2 billion in federal acquisition experience and is the founder of Long Capture & Contract Management (LCCM). During his service, Russ served as a Captain and Active Duty Contracting Officer and oversaw teams of buyers that executed services, construction, and commodity contracts. He also supported multiple source selections and large dollar task orders.
Using this foundation Russ now provides training, consulting, and advising to small, mid size, non-profit, and government organizations. Russ provides this support and training to help customers understand the acquisition process, source selections, and federal opportunities.
